An actuator converts an electrical command into a physical action: an injector sprays, a throttle moves, a fan spins, a valve opens. The ECU usually switches the ground side, while the supply side is fed through a relay or a fused B+ circuit.
Drive methods matter. Simple on/off actuators are switched fully on or off; proportional devices (throttle motors, EGR valves, VNT actuators) are driven with pulse-width modulation so the ECU can set a position. Testing must match the drive method.
