P0299-type underboost means actual boost is below the requested value. The most common cause is a leak in the charge-air system — a split hose, a loose clamp or a cracked intercooler. Replacing the turbo without finding the leak guarantees a comeback.
A steady, large gap between actual and requested points to a leak. An erratic or overboost pattern points to the control side: wastegate, VNT actuator, control solenoid or its vacuum/pressure supply.
